Azteca Omega Group provides comprehensive construction services to local, state, and federal government agencies and private clients throughout the region. Vertical commercial construction is completed through our building division, Azteca Enterprises, Inc., while providing horizontal/utility construction services through our civil division, Omega Contracting, Inc.

What We Do
Services include Pre-construction, Construction Management, Program Management, Design-build, General Contracting, and Specialty Contracting. Market sectors include aviation, civil, commercial, corrections, education, entertainment, healthcare, historic renovations, hospitality/casinos, military, municipal, and transportation.
Our History
Driven by his entrepreneurial spirit, Civil Engineer Luis Spinola founded Omega Contractors in 1983, initially completing a civil and site work project for a private developer. Today, Azteca-Omega Group has executed nearly a thousand projects across Texas and America and is responsible for new developments in the private and public sectors.
In 1986, TxDOT awarded Omega with the I-35 & I-20 intersection civil contract, the largest construction contract ever for a minority contractor (at that time).
The company’s first DART project, the Parking Lot at Trinity Railway Express South Irving Station, followed shortly after. The company evolved and grew operations by exploring new business areas, including numerous landmark construction projects throughout the DFW Metroplex.
One of these landmarks was the mass excavation required to accommodate the Federal Reserve Bank’s underground vault on the edge of Downtown Dallas.
A pivotal project for AOG was the Dallas -Fort Worth Taxiway for gates B & C Expansion, the 1st expansion project at the airport after the original opening. Azteca-Omega Group became a repeat contractor within the Aviation sector, completing expansion and renovation work at DFW Airport. Projects have included: The DFW East Runway – Drainage structures, Terminal D and “SkyLink” People Mover, and multiple renovations, improvements, and new projects, including the largest Duty-Free Store in the Western Hemisphere.

As the Azteca Omega Group’s visionary founder, Luis Spinola has built an award-winning organization through his “can-do” mindset and problem-solving expertise. An engineer by training, he was born and raised in Mexico City and immigrated to the United States in 1983. Luis founded the Azteca Omega group in the late 1980s and has been instrumental in growing the organization for the past 30+ years. Comprised of three operating companies: Azteca Enterprises, Inc., Omega Contracting, Inc., and Omega Steel, LLC., the companies provide program management, construction management, and general contracting services for municipal and federal sectors; as well as commercial construction in aviation, education (K-12 & Universities), historical renovation, hospitality, transportation (including public transportation and civil/heavy highway construction), and sports facilities. AOG’s success is due to Luis’s tenacious ability to forge strong relationships, determined work ethic, attention to detail, and developing strategic partnerships.
As Senior Vice President, Jerry brings 20 years of experience in construction management and operational leadership. His experience leading project teams on ground-up construction, complex expansion and renovation projects, and large-scale capital improvement and master plan programs encompass a diverse portfolio of projects ranging in size from $300,000 to $450 million. Jerry’s extensive construction experience allows him to provide strategic guidance to clients as it relates to planning and construction activities, while leading project management teams in the execution of individual projects as well as implementation of master facility planning efforts.

Sharee is instrumental in leading the Azteca Omega Group operation’s large-scale HR functions and has been with the organization since 2001. She oversees corporate compliance, employee relations, training and development, benefits, property and casualty insurance, compensation, organizational development, employment, recruitment, and retention. Sharee develops, implements, and validates Human Resources strategies, risk management initiatives, and other programs aligned with short- and long-term business plans. She consistently fosters the AOG can-do culture by promoting employee engagement and continuous improvement.
As Vice President of Operations for Omega Contracting, Daniel brings 26 years of experience with the organization, leading construction management across new, rehabilitation, and renovation projects. His expertise spans civil construction, underground utilities—including water, wastewater, and storm systems—and structural concrete. Daniel manages day-to-day operations for both self-perform crews and specialty subcontractors, guiding project teams from planning through execution. Over his tenure, he has delivered work for some of the region’s most demanding clients and owners, including DFW Airport and DART, as well as projects across multiple municipalities such as Dallas, Fort Worth, Arlington, and Irving. Working alongside a wide range of general contractors, Daniel has overseen a diverse portfolio of projects ranging in size from $50,000 to over $100 million, consistently bringing the operational leadership and hands-on knowledge that drive successful delivery.
